"The Blackout!" is one the two unaired episodes of Gabriel Garza. It was scheduled of a June 8, 1991 airdate, but was later pulled.
According to Craig Kellman on the episodes DVD commentary, it was pulled because the Gingo Animation team was working on another episode, "Puzzle Day". Said episode was aired in its place.
