Rumors about a possible Plane tokio film had circulated since release of 1 Game in 1999. 1 attempt at a film adaptation was in development at Universal Animation Studios then known as Universal Feature Animation in 2001. However, film did not materialize since studio could not find a script that they liked.
On July 10, 2011, 3D computer animated feature film based on Plane Tokio series was announced by Universal after success of Gabriel Garza (2011). Audel Laroque was announced to write and direct, with Michael Wildshill and David K Thompson producing. Don Rhymer, writer of Surf Up and Rio, joined project after Geo and Laroque wrote a treatment based on a discussion among themselves, Steve Samono, and Terry Ward. Laroque said, 1 of biggest questions we gotten in last few years is Are you going to make a Plane Tokio movie As in matter of fact, yes, we are. When Geo, Steve, Terry and you came up with this new idea, you just could not stop thinking about it. You were so excited about it that you knew we had to make this movie and you wanted to direct it yourself.
In 2012, Laroque confirmed that he planned to redesign film characters. On August 23, 2012, it was announced that J Stewart Burns had been hired to write draft for film. However, Rhymer die from head and neck cancer on November 28, 2012 during writing phase of film. On September 13, 2013, it was confirmed that a form of script was completed.
